How about changing the torso's mobility from "Move" to "Rotate"? That would make it turn sideways too. And adding more parent points, like on the top of the head, so when place a hand over it will follow better.
You mean you'd rather want to rotate the torso's anchors individually than using the purple manipulator?
As for the head - that's not how skinning and parenting works. Having an anchor closer to the top of the head would not make any difference compared to having it where the head anchor is right now. They both rotate around the same point. It would just be an offset, like when you parent something to the head right now but with some distance to the anchor.
