If you parent Elaine's hands to her knees, her hands will remain static like if they are still parented to the world.

    Also, is Elaine gonna have a parenting spot on her head like everyone else?

    This is not a special case for Elaine. If you create a target for the knee, and then parent something to that target, it fill follow the knee target and not the knee. It's sort of a bug. If you don't create a target for the knee, and parent something to it, then it fill follow the knee.
