It's a "skinning" issue, i.e. how verts are bound to bones. Basically, the problem is the belly is taking vertex influence from the spine, so when the spine bends, some verts will move according to that, while some will not because of this influence. The belly needs this influence in order for it to be jiggly (especially when inflated), but unfortunately that influence looks really bad for thinner models, such as Cat and Elaine, when the spine is being bent.

This is a typical example where the tools and tech isn't where we need them to be, and we should probably invent some of our own (hardly the first time) to better combat this issue. We just haven't had time, and the problem hasn't been as prominent in previous models (due to them being a bit bulkier).
