I think this could be the phong tessellation. It inflates objects to make look more rounded. It can be changed from objects or clothings material settings.

I figured out that you can file down the face count by removing faces that are not visible. For example the insides of the jacket that are not visible like back and sleeves. Also some smaller details like zipper could be made from simpler shapes.
One way to do it is to make the nipples flat so they won't poke through. The other one is to make the clothing bigger at the nipple area and adjust nipple size later.

I don't know, maybe phong tessellation? This creates very interesting results in low poly meshes. Then again the model itself does not look inflated. Do you have your modifiers applied? That may cause some issues.
