UVs are invalid.
Since clothes are deformed each frame (possibly), we need to recompute normals every frame. This is done using tangents. Tangents are derived from UVs, and the UVs are improperly set up in the assets you provided.
Garments bound can be enabled or disabled in pose mode. Just browse to the object in the hierarchy and enable or disable them. State is saved along pose for pose library.

the issue with the analyzer locking is another issue that's already fixed for future patch.
The file itself works fine to upload (just tried and then deleted).
By invalid I mean a model with no model information. The tail.obj has no mesh data in it whatsoever.

Tail is empty, that's why this is happening. More objs may be invalid.
I've added more checks to custom import to prevent it from importing invalid assets.
